CS FOR HOUSE BILL NO. 76(FIN) An Act making appropriations                     
for the operating and capital expenses of the states integrated                
comprehensive mental health program; and providing for an effective            
date was read the second time.                                                 
                                                                               
Senator Pearce moved and asked unanimous consent for the adoption              
of the Finance Senate Committee Substitute offered on page 1125.               
Without objection, SENATE CS FOR CS FOR HOUSE BILL NO.                         
76(FIN) was adopted and read the second time.

Senator Sharp moved for the adoption of Amendment No. 1.                       
Senator Duncan objected, then withdrew his objection.   There being            
no further objections, Amendment No. 1 was adopted.

   "* Sec. 3.  The sum of $142,900 is appropriated to the Office of          
the Governor, office of management and budget, for the fiscal year             
ending June 30, 1998, for payment of pay increases for state                   
employees who are covered by collective bargaining agreements, for             
salary increases under AS39.27.011(f), and for increases for certain           
other state employees under secs. 36, 37, 38(b), and 41, ch. 4,                
FSSLA 1996, from the following funding sources in the amounts                  
listed and to be allocated to the following state agencies in the              
amounts listed:
